Howlett, then Illinois' Secretary of State, were candidates for the nomination of the Democratic party for the office of Governor, and Ronald E. Stackler, previously appointed by Governor Walker as Director of the Illinois Department of Registration and Education and then on leave from that office, was a candidate for the same party's nomination as Attorney General.
